LTP3 Parking Strategy - Consultation Draft

The council’s current car parking strategy dates back to 2000 and now needs to be reviewed to reflect the move to Wiltshire Council and to ensure that parking charges and standards are broadly consistent across the whole of the county.

A parking strategy can be one of the most useful tools available to local authorities in helping them achieve their objectives. In particular, it can:

  • support the local economy;
  • encourage the use of sustainable travel modes;
  • enhance the look of streetscenes;
  • meet residents’ needs for car parking;
  • raise revenue for the council to reinvest in transport measures; and
  • provide essential access for the mobility impaired.

The council commissioned its consultants Mouchel to undertake the review. Their reports can be viewed and downloaded from http://consult.wiltshire.gov.uk/portal with reference copies available from all libraries. The consultation is open from 12 July to 3 September 2010.

The council will feedback to Area Boards in the autumn and the council’s Cabinet will consider the results in December with any changes becoming effective from April 2011.

LTP3 Equalities Impact Assessment Scoping Report

As part of Wiltshire’s Third Local Transport Plan (LTP3) which will set out the aims and objectives for transport in Wiltshire for the period of 2011-2026, an Equalities Impact Assessment is required. In the context of LTP3 an ‘Equalities Impact Assessment’ (EqIA) is a process for evaluating the equality and diversity impacts and consequences within the LTP3.

A scoping report is not a mandatory requirement. However, scoping is a way of focusing effort on the key equality issues of the EqIA ensuring that the EqIA works towards fulfilling the requirements of relevant stakeholders.

The EqIA scoping report available below has been distributed to a range of relevant stakeholders and other bodies who have been asked to respond to the ‘questions for consultees’ provided within the report.

LTP3 Strategic Environmental Assessment Draft Scoping Report

The third Wiltshire Local Transport Plan (LTP), 2011-2026 is the document that will set out the council’s approach to tackling the current problems and future challenges of the transport system in Wiltshire.

European Directive 2001/42/EC on the assessment of the effects of certain plans and programmes on the environment (the SEA Directive) was transposed into English law in July 2004 through SEA regulations. SEA (Strategic Environmental Assessment) is a systematic process that assists authorities to identify and assess the significant environmental impacts of Local Transport Plans. To comply with the requirements of the SEA regulations, Wiltshire Council is undertaking a SEA process alongside the production of LTP3.

This is a non-mandatory Scoping Repor 2mb t and has been produced to give consultees and other stakeholders a wide range of information regarding the SEA process as well as the opportunity to make comment during the early and preparatory stages of both the Local Transport Plan and the Strategic Environmental Assessment.

LTP3 Consultation Issues Paper

The responses to the LTP3 Consultation Issues Paper are now available here.

During the next few months, the council will further engage with communities, key partners, and stakeholders through mechanisms such as the Local Transport Plan Stakeholder Forum, Community Area Boards, and the Transport Alliance as it develops its third LTP, which will published in March 2011. LTP1 Delivery Report

In 2006 the Government asked that the Council review the overall impact of the first Wiltshire LTP. The LTP1 Delivery Report therefore shows the good progress that the Council and our partners have achieved during the first LTP period and highlights the improvements made to peoples lives in Wiltshire.

Electronic copies of the LTP1 Annual Progress Reports produced between 2001 and 2005 are available from the Transport Development Services Group (see Contact Details below).

LTP 2 Progress Reports

While the Council produced an informal progress report in July 2007 covering the period 2006/07, the 2008 LTP Progress Report was formally required by the Government and looks back at the first two years of the Wiltshire LTP2 period (2006/07-2007/08) and forward to the remaining three years (2008/09-2010/11). In a change to previous years, the Government required the completion of the 2008 report by the end of December 2008; the Council therefore produced a draft document in September 2008 to allow engagement with Local Strategic Partnerships and stakeholders – the final report was published in December 2008. The Government Office of the South West then issued its assessment of the Council's report on 31 December 2008.

Transport assessments - initial appraisal consultation form

This form is designed to assist and accelerate pre-application discussions for proposed developments. Wiltshire Council anticipates that the form will be completed for any development that falls within the threshold outlined in Appendix 1 of this document. Strategic Environmental Assessment

To comply with the requirements of European Directive 2001/42/EC (the SEA Directive) and the Environmental Assessment of Plans and Programmes Regulations 2004, the County Council undertook a SEA process alongside the production of its LTP2. The executive summaries of the SEA Scoping Report (April 2005) and the SEA Environmental Report (August 2005) are available below.The full version of the SEA Statement (May 2006) is also available.
