The development of speed limit policy, the assessment of requests and implementation of new speed restrictions.
Requests for speed restrictions are considered annually by the County Council each March in the Annual Speed Limit Review.
To enact a speed restriction an order has to be made involving lengthy legal and administrative procedures. The only exception being where, in certain circumstances, the presence of street lighting introduces an automatic 30mph restriction.
From the extensive research undertaken on behalf of the Government there is no doubt that just making an order and providing speed limit signs does not automatically mean that vehicle speeds are reduced. It is clear that the most important factor influencing the speed at which drivers travel is the character and appearance of the road. Accordingly, criteria have been established in an attempt to ensure speed restrictions are introduced on a uniform basis where drivers will observe a lower limit and road safety will consequently be improved.
