
Formed in November 2000, the FQP provides a forum for representatives from industry, freight operators, the Police, local government and other interested parties to discuss freight related matters and to promote solutions which reconcile the need for access with local environmental and social concerns.
Through regular meetings, the FQP has progressed Wiltshire's LTP freight strategy and freight action plan as well as overseeing various freight studies that have been undertaken. From February 2009, Swindon Borough Council joined the FQP to form the Wiltshire and Swindon Freight Quality Partnership. This joint FQP provides a forum to discuss cross boundary issues and freight matters, whilst still maintaining a holistic Wiltshire based viewpoint.
The FQP which meets approximately three times per year is led by an independent chair and is composed of representatives from the following organisations:
- Wiltshire Council
- Swindon Borough Council
- Freight Transport Association
- Road Haulage Association
- Wiltshire Constabulary
- Highways Agency
- Network Rail
- Wiltshire Association of Local Councils
- Campaign for Better Transport
- Campaign to Protect Rural England
- Mendip Quarry Producers Association
- Massey Wilcox Transport Ltd
- Local Hauliers and distribution companies
The terms of reference of the Wiltshire and Swindon FQP are to:
- To encourage freight best practice and to develop the environmentally sensitive, economic and efficient delivery of goods throughout Wiltshire, including Swindon and its administrative boundaries.
- To recommend integrated freight strategies for Wiltshire and Swindon, as part of the Local Transport Plan process.
- To develop and agree an action plan that underpins the recommended freight strategies.
- To highlight concerns and problems, progress initiatives and agree a common approach to freight issues through partnership working.
- To act in an advisory capacity when requested by an executive decision making body.
- To respond to national, regional and local consultations or information on freight policy and strategy
- To liaise with neighbouring Freight Quality Partnerships where appropriate.
- To strengthen membership and engagement of the FQP
