In Shire counties like Wiltshire there are two tiers of local government (County Council and District Councils), and town and country planning functions are sub-divided between them. This applies to Forward Planning (the preparation of planning policy - which provides the basis for considering planning applications) and Development Control (the processing and determination of planning applications, and law enforcement action against development that does not comply with permissions)
