A Building at Risk (BAR) is a building that is known to be at risk through neglect and decay, or vulnerable to becoming so. English Heritage first compiled an annual register of such buildings located in London in 1991. Its success led to the creation of a national buildings at risk strategy in 1998 and publication of a national register of buildings at risk covering all grade I and II* listed buildings and structural scheduled ancient monuments. These two registers are now combined together in English Heritage's Heritage at Risk register which takes a more holistic view of the historic environment; It also encompasses conservation areas, parks and gardens, battlefields, shipwrecks and places of worship. Information provided by Local Authorities such as Wiltshire Council is vital in order to keep the registers updated and also therefore aid English Heritage understands of the overall state of England’s heritage.
