Guidance

There are certain rules governing attendance and speaking at committees in support or against planning applications.

  • Anyone wishing to speak in favour or against an application at a meeting will need to register before by either calling the Committee Administrator on 01225 713035 or in person no later than 5.50pm on the day of the meeting.
  • The Chairman will allow up to 3 speakers in favour and up to 3 speakers against an application.
  • Each speaker will be given up to 3 minutes and invited to speak immediately prior to the item being considered.

The rules on public participation in respect of planning applications are detailed in the council’s PDFPlanning code of good practice 67kb for Members of Wiltshire Council.

There is also a stategic planning committee that deals with major developments that could have an impact on local residents, more information can be found on the strategic planning committee pages

Decisions

The relevant committees make decisions on those applications that have been referred to it. There are a numbers of reasons for referral but the most common are where a Councillor has requested this, or where the planning officer considers that the committee needs to make the decision. The majority of planning applications (around 95%) are decided by the planning officers under what’s known as ‘delegated powers’. For more detailed information you can look at our PDFScheme of delegation 56kb
