Adoption of Chippenham Site Allocations Plan

Following Cabinet on 14 March 2017 the adoption of the Chippenham Site Allocations Plan was approved by Council on 16 May 2017. All papers can be found via the democratic services page.

Inspectors Report received

Wiltshire Council has received the Inspectors Report on the Chippenham Site Allocations Plan. The report, along with the main modifications can be found below:

The next step is for the Inspector’s Report to be considered by Cabinet in order for a recommendation to be made to Council on the adoption of the Plan as amended in line with the Inspector’s recommendations. This report will be considered at the Cabinet meeting on the 14 March.

Chippenham Site Allocations Plan - Consultation

Proposed Further Modifications consultation

Wiltshire Council consulted on the Proposed Further Modifications to the draft Chippenham Site Allocations Plan and an addendum to the Sustainability Appraisal Report from Monday 31 October until 5pm, Monday 12 December, 2016.

The draft Chippenham Site Allocations Plan, a formal Development Plan Document, was submitted to the Secretary of State for Communities and Local Government on 31 July 2015 for Examination. A number of changes to the draft Chippenham Site Allocations Plan were consulted on in the Summer 2016 and put before the Inspector to inform hearings held as part of the Plan’s examination between 27 September and 4 October 2016. As a consequence of the hearing sessions further changes are proposed to the draft Chippenham Site Allocations Plan. It was those changes that were the subject of consultation and an accompanying addendum to the Sustainability Appraisal Report.

Chippenham Site Allocations Plan Public Meeting

In advance of the hearing sessions, Wiltshire Council provided the opportunity to attend an information session about the transport evidence, in particular the Chippenham Transport Model informing the Plan. It was a similar event to the one held on Thursday 3 September 2015 in relation to traffic impacts as a consequence of the proposals in the Chippenham Site Allocations Plan.

The event was an opportunity to gain a better understanding of the transport evidence but not to open discussions about individual submissions.

Chippenham Site Allocations Plan - Consultation

Update on proposed modifications consultation

Following the close of consultation the following information has been sent to the Inspector:

Wiltshire Council consulted on Proposed Modifications to the draft Chippenham Site Allocations Plan and a revised Sustainability Appraisal Report from Monday 23 May until 5pm, Tuesday 5 July, 2016.

The draft Chippenham Site Allocations Plan, a formal Development Plan Document, was submitted to the Secretary of State for Communities and Local Government on 31 July 2015 for Examination. The Examination was suspended in November 2015 to enable Wiltshire Council to undertake a Schedule of Work to respond to concerns raised by the Inspector appointed to examine the Plan. The Schedule of Work is complete and as a result, changes to the draft Chippenham Site Allocations Plan were proposed.

Documents which provide background and evidence to support the Proposed Modifications were made available as part of the consultation. They include a revised and updated Sustainability Appraisal Report (incorporating requirements of the Environmental Assessment of Plans and Programmes Regulations 2004), a Site Selection Report incorporating an enhanced methodology and updated Habitat Regulations Assessment.

A public meeting was held at the Neeld Hall in Chippenham on Tuesday 7 June 2016 about the completed Schedule of Work and Proposed Modifications. This was open for all to attend and a copy of the presentation can be found using this link.

Pre-submission Consultation

A draft of the Chippenham Site Allocations Plan was approved by Wiltshire Council’s Cabinet on 10 February 2015. Wiltshire Council consulted on the Chippenham Site Allocations Pre-submission Plan, Sustainability Appraisal and supporting documents.

The consultation period started at 9am on Monday 23 February and closed at 5pm on Wednesday 8 April 2015. To see the pre-submission documents, please visit the Chippenham pre-submission consultation page of the online portal.

During the consultation period the council attended the Chippenham, Calne and Corsham Area Board meetings. During these meetings the following information was displayed:

The Chippenham Site Allocations Pre-submission Plan, accompanying evidence reports and supporting documents, including the Sustainability Appraisal and Habitat Regulations Screening Assessment, were available to be viewed and commented on via the council's Chippenham pre-submission consultation page of the online portal

A public exhibition was held at the Neeld Hall in Chippenham on Monday 16 March (12pm – 7pm), where you could have found out more about the Plan. What is the Chippenham Site Allocations Plan?

The Chippenham Site Allocations Plan will set the long term pattern and direction of growth for the town’s expansion. Its main purpose is to identify strategic mixed use sites for businesses, new homes and the infrastructure necessary to support them.  

The Wilshire Core Strategy (WCS) was adopted on 20 January 2015. The WCS sets the overall strategy and scale of growth proposed at Chippenham but does not allocate any specific strategic sites. Please see the PDFcore strategy policy for Chippenham core strategy policy for Chippenham 519kb.

The Chippenham Site Allocations Plan will identify which strategic sites will best support the town’s future and are the most environmentally appropriate.

The Council’s January 2015 Local Development Scheme (LDS) explains the purpose and content of the Chippenham Site Allocations Plan in more detail. It seeks to achieve a balance between public engagement in the plan making process and delivery of a draft plan in a timely manner.

Chippenham Site Allocations Plan timetable for production

The January 2015 LDS shows that the Chippenham Site Allocations timetable will run as follows:

Initial consultation on the scope of draft plan March - May 2014
Plan preparation (including evidence gathering and informal consultation) May 2014 -February 2015
Publication of plan for pre-submission consultation February 2015
Submission to Secretary of State July 2015
Examination (including hearing and receipt of Inspector’s report) July 2015 -January 2017
Adoption February 2017
