What is Community Infrastructure Levy (CIL)?

The Community Infrastructure Levy (CIL) is a charge that local authorities in England can place on development in their area. The money generated through the levy will contribute towards the funding of infrastructure to support growth.

From April 2015, the council has been restricted in its ability to pool infrastructure contributions from new development through Section 106 agreements.

When did it come into effect?

On 18 May 2015, CIL came into effect in Wiltshire. The Council will charge CIL on all CIL liable development granted planning permission on or after this date.

Wiltshire CIL Charging Schedule

On 12 May 2015, Wiltshire Council adopted the Wiltshire CIL Charging Schedule, which sets out the amount of CIL payable on different types of development.

It enables Wiltshire to secure money from new development towards the funding of infrastructure to support growth set out in the adopted Wiltshire Core Strategy.

Revised Regulation 123 List

On 13 September 2016, Wiltshire Council adopted a Revised Regulation 123 List, which sets out the infrastructure types or projects that the Council may fund through CIL.

Revised Planning Obligations Supplementary Planning Document

On 18 October 2016, Wiltshire Council adopted a Revised Planning Obligations Supplementary Planning Document (SPD), which provides detailed guidance on the application of Core Policy 3 of the Wiltshire Core Strategy.

The SPD sets out how the Council will use section 106 planning obligations alongside other mechanisms for securing developer contributions towards infrastructure

CIL Instalments Policy

On 12 May 2015, Wiltshire Council adopted an instalments policy for the payment of CIL.
