Initial Site Options for Sand and Gravel Extraction

A consultation on 62 initial site options for sand and gravel extraction in Wiltshire and Swindon took place between 5 August and 31 October 2010.

The purpose of this consultation was to provide an early opportunity for stakeholders to review the site options presented by landowners for consideration and comment on the key issues identified for each site option to help determine the scope of any further assessments.

Minerals Initial Site Options Report Consultation

Two additional site options were submitted as part of the consultation. One was considered for further assessment and appropriate consultation. During the consultation eight site options and parts of two site options were withdrawn from further consideration at the request of the landowners.

The councils produced a report presenting the results of the consultation exercise on the initial list of 62 site options for sand and gravel extraction across Wiltshire and Swindon, which is available below.

Parish Council Meetings – Engagement with local communities

Wiltshire Council officers, elected members and local councillors met with communities to discuss the initial list of potential site options included in the Initial Site Options Report during the consultation period that ran from 5 August to 31 October 2010.

These meetings gave local communities, pressure groups and individuals a chance to air their views and concerns to officers who in turn were able to provide answers to the questions put to them.

A list of ‘Frequently Asked Questions’ (FAQs) were developed and distributed at each individual meeting. The FAQs were based on questions and concerns raised by members of the local community prior to the meetings, and can also be found below.

Site Selection and Appraisal Methodology

An informal consultation on the Council's proposed methodology for site selection and appraisal to assess the suitability of potential sites to be included in the Aggregate Minerals Site Allocations Development Plan Document (DPD) took place between Monday 11 May and Monday 22 June, 2009.

Background

In terms of minerals supply, the key issue for Wiltshire and Swindon relates to the identification of land sufficient to reasonably test the environmental acceptability of meeting the local aggregates apportionment for the area.

This testing process commences with the identification of 'broad locations' for new development in the Minerals Core Strategy and finishes with the identification and delivery of new (or expanded) sites.

In principle, the document will share the same plan horizon as the Minerals Core Strategy (i.e. 2026).

However, as with all DPDs within the Wiltshire Local Development Framework, policies and proposals will be reviewed on a regular basis in line with published Monitoring and Implementation Plans and Annual Monitoring Reports (AMR).

The Aggregate Minerals Site Allocation DPD covers the County of Wiltshire and the Borough of Swindon and should be in conformity with the Wiltshire and Swindon Structure Plan, the South West Regional Spatial Strategy and the Wiltshire and Swindon Minerals Core Strategy.
