Sustainability Appraisal

Background

To ensure that the land use decisions made by the Council are sustainable, the Government have made it mandatory for us to produce a Sustainability Appraisal as part of the South Wiltshire Core Strategy. The Sustainability Appraisal assesses the likely economic, social and environmental effects produced by policies within the Core Strategy. A copy of the final Sustainability Appraisal report, published in July 2009, is available below, in separate sections for ease of download.

Preferred Options Sustainability Appraisal (January 2008)

To accompany both the Preferred Options stage of consultation on the South Wiltshire Core Strategy, which took place in the Spring of 2008, and the following Our Place in the Future consultation, which took place in the autumn of 2008, we produced a Sustainability Appraisal report, a copy of which is available to download below.

Final Sustainability Appraisal Scoping Report (June 2007)

At the beginning of 2007 the Sustainability Appraisal Scoping Report was amended to ensure all new plans and programmes and strategies were also included. A copy of the final Sustainability Appraisal Scoping Report, published in June, 2007, is available to download below, along with a document containing the comments received, the response to these comments and resulting amendments.

Draft Scoping Report (February 2006)

The Sustainability Appraisal Scoping Report includes:

• the existing economic, social and environmental characteristics of the district;
• the environment, social and economic challenges that are important to the district; and
• the 23 sustainability objectives that we will use to assess future plans.

The Sustainability Appraisal Scoping Report and the 23 objectives identified within were, for the most part, intended as a guide for carrying out future sustainability appraisals on the South Wiltshire Core Strategy. It was expected that further sustainability appraisal reports would be produced to show how furture plans will actually contribute to delivering sustainable communities.

The draft Sustainability Appraisal Scoping Report was consulted upon for a period of 6 weeks from 10 February 2006 to 31 March 2006. Copies were sent to the 4 statutory consultees; The Environment Agency, English Heritage, The Countryside Agency and English Nature (the latter two now form Natural England). All persons on the LDF consultation database were also notified together with local councillors and parish councils. The draft report was also taken to the council’s Planning and Economic Scrutiny panel and Cabinet.

Habitats Regulations Assessment

A Habitats Regulations Assessment has also been undertaken for the South Wiltshire Core Strategy. The assessment focuses on the possible effects of the policies on designated sites of international nature conservation importance within and in close proximity to the South Wiltshire area. A copy of the final Habitats Regulations Assessment, published in July 2009, is available below, in separate sectons for ease of download.

Interim Habitats Regulations Assessment (August 2008)

This is the Interim Report of the HRA of the Preferred Options stage of the South Wiltshire Core Strategy, which took place in the spring of 2008 respectively. This document includes a report of the Screening Stage and initial work on the Appropriate Assessment stage.
