On 16 November 2009, Wiltshire Council submitted the Draft South Wiltshire Core Strategy Development Plan Document (DPD), part of the Council’s Local Development Framework, to the Secretary of State for independent examination.
The DPD sets out a clear strategy for delivery of growth in a managed way over the next 15 years to 2026, which balances meeting local needs with the protection of the environment and makes strategic site-specific allocations. The DPD covers the whole area of South Wiltshire, except for that part where the New Forest National Park Authority is the local planning authority.
The Examination in Public (EIP) of the DPD took place between 2 March 2010 and 9 April 2010. However, subsequently the Secretary of State announced his intention to abolish Regional Spatial Strategies. The review of the Submission Draft South Wiltshire Core Strategy has been undertaken as a direct response to this and it is this intention, especially with regards to potential implications on housing and employment figures, that was agreed as the basis for the review with the Inspector overseeing the EIP.
Focused changes
The outcome of the Review has identified a number of proposed amendments to the submitted DPD in the form of focused and consequential changes, as follows:

- FOC 3 – Core Policy 1 The Settlement Strategy and distribution of growth in south Wiltshire
- FOC 4 - Core Policy 2: Strategic Allocations

How to comment
The Council is inviting representations on the soundness of the above changes only. The period for representations to be made will run from 14 April 2011 until 5pm on 27 May 2011. If you have previously commented on the South Wiltshire Core Strategy Submission draft you do not need to repeat previous comments that you may have made, but comments on the focused changes will be accepted.

South Wiltshire Core Strategy – Final Report
The Planning Inspectorate has issued their report into the examination of the South Wiltshire Core Strategy. The report and accompanying documents are available below.
The Inspector’s report concludes that the South Wiltshire Core Strategy Development Plan Document provides an appropriate basis for the planning of the area over the next 15 years. The Inspector considered that the Council has sufficient evidence to support the strategy and can show that it has a reasonable chance of being delivered.
The Inspector has set out a number of limited changes he considers are needed to meet legal and statutory requirements. Most of the changes recommended in his report are based on proposals put forward by the Council in response to points raised and suggestions discussed during the public examination, in particular the revisions to the Core Strategy following the Council’s review of housing and employment requirements. The changes do not alter the thrust of the Council’s overall strategy.
These can be summarised as follows:
- to reduce the levels of housing and employment from those put forward in the Submitted Core Strategy to those in the Review Core Strategy;
- to delete the Strategic Site Allocations at south of Netherhampton Road and part of the Strategic Site Allocation at Longhedge and show these as reserve sites;
- to make clear that Housing Policy Boundaries, Housing Restraint Areas and Special Restraint Areas will be reviewed as part of the forthcoming Wiltshire Core Strategy;
- to make reference to the Options Assessment Report prepared as part of the Transport Strategy and to its conclusion that the ‘Radical Option’ would best enable Salisbury to address future growth in travel demand;
- to set out more accurately the way in which progress in developing the Strategic Allocations will be monitored and managed; and
- to introduce clarity and flexibility into the affordable housing policy.
