Background

What is the Statement of Community Involvement?

The Statement of Community Involvement (SCI) informs the community about how and when they can get involved in the preparation and revision of Development Plan Documents (DPD) and in the consideration of planning applications. The procedures contained within the adopted SCI must be followed for consultation on all Local Development Documents (LDDs) and all planning applications within Wiltshire.

The SCI outlines the standards that the Council will employ to meet the legal requirements for involving the community effectively in the planning system. The document elaborates on how the Council will use specific methods and techniques beyond the minimum standards to ensure all parts of the community are involved.

Adopted Statement of Community Involvement

Preparation of the Statement of Community Involvement

The stages in the preparation of the SCI are set out below. This timetable replaced the one published in the Wiltshire Council Local Development Scheme (2009).

  • Preliminary consultation with local authorities, parish councils and other bodies – May to June 2009
  • Prepare SCI in response to consultation - June 2009 to January 2010
  • Council approve new SCI - February 2010

A pre-draft consultation on the Statement of Community Involvement was undertaken between June and July 2009. The aim of the consultation was to collect views from statutory consultation bodies as to the form and content of the new Wiltshire Council SCI. Arrangements prior to the adoption of the Statement of Community Involvement

How were local development documents (LDDs) prepared prior to the adoption of the SCI?

Before the adoption of the SCI, the Council met the minimum requirements set out in the regulations.

In accordance with the Local Government (Structural Changes) (Transitional Arrangements) (No.2) Regulations 2008 (paragraph 23), the local development documents (LDD) planned for in the Local Development Scheme were prepared in accordance with the Regulations as set out in Part 6 of the Town and Country Planning (Local Development) (England) Regulations 2004.

This effectively meant that the Statements of Community Involvement previously published by the former Wiltshire County Council and district councils that set out the process and methods for community involvement in the preparation of LDDs, were no longer used for this purpose.

This allowed the Council to prepare the LDDs in accordance with a single set of criteria rather than the different requirements set out in the five SCIs relating to Wiltshire, which could be confusing.

While the previous Statements of Community Involvement published by the former county council and district councils will now no longer be followed, some of the documents themselves are available to download, for information only.
