Wiltshire and Swindon Structure Plan 2016
The Wiltshire and Swindon Structure Plan 2016 (adopted 2006) will be replaced by the new South West Regional Spatial Strategy (RSS), which is expected to be published in its final form by the Secretary of State during 2009, and the emerging Wiltshire Core Strategy, which is timetabled for adoption towards the end of 2011.

Saved Policies – April 2009
In accordance with the Planning and Compulsory Purchase Act (2004), the Structure Plan was only in place until April 2009. An application was made to the Secretary of State to 'save' those policies that need to be retained until the new RSS and/ or a new Wiltshire Core Strategy is in place.
The Secretary of State subsequently issued a direction in respect of policies in the Wiltshire and Swindon Structure Plan 2016. A copy of the direction is available to download below, along with the Schedule of Saved Policies and an accompanying letter.

In accordance with the transitional provisions of the Planning and Compulsory Purchase Act 2004, on 1 April 2009, a number of policies have effectively expired and no longer form part of the development plan for Wiltshire and Swindon. These policies are:
- Policy DP10C (University Campus and Mixed Use Development – Swindon)
- Policy C7 (The New Forest)
- Policy W3 (Provision of Adequate Waste Facilities)
- Policy DP14 (Housing, Employment and Related Development in the Open Countryside)
- Policy MS8 (Offshore Oil and Gas)
Background
The Structure Plan provides a strategic policy framework for land use planning, development and transport across the administrative areas of Wiltshire (incorporating Wiltshire County and Swindon Borough) up to 2016. This framework is used to inform the more detailed Local Development Frameworks, produced by the Borough and unitary Councils, against which decisions on development are made.
The Wiltshire and Swindon Structure Plan 2016 is an Alteration to the Wiltshire Structure Plan 2011. This means that the majority of policies have remained the same, with alterations to other policies to ensure the Plan is consistent with national and regional planning guidance to guide development across Wiltshire up to 2016.
The Structure Plan 2016 passed through a number of formal, public stages on its way to adoption by Swindon Borough Council and the former Wiltshire Council.
- A Deposit Draft Alteration was placed on deposit for public consultation in October 2003.
- This was followed by an Examination in Public (EIP) in June and July 2004.
- The EIP Panel’s recommendations were published in October 2004
- Following consideration of these, Swindon Borough Council and the former Wiltshire County Council published Proposed Modifications for public consultation in August 2005.
- The Structure Plan was agreed for adoption by Swindon Borough Council on 26 January 2006 and the former Wiltshire Council on 7 February 2006.
- The Structure Plan was formally adopted on 1 April 2006.
