What happens to the work undertaken by the former district councils?
In order to have consistent policy across Wiltshire as soon as possible, the council took the opportunity to merge the work already undertaken by the former district councils towards their individual core strategies and focus on the delivery of one Wiltshire Core Strategy (excluding minerals and waste policies).
The considerable work and stakeholder engagement previously undertaken will not be repeated or wasted but, instead, built upon and used to inform the preparation of the Core Strategy.
The Wiltshire Core Strategy will cover the whole of Wiltshire, including the former Salisbury District Council area, and, when adopted, will replace the South Wiltshire Core Strategy, which is at a more advanced stage of preparation.

North Wiltshire Core Strategy
North Wiltshire District Council consulted on a Second Core Strategy Issues and Options document between 18 May 2007 and 13 July 2007. This followed an initial Issues and Options consultation stage, which was held between 8 February 2006 and 5 April 2006.

First Issues and Options Consultation

Kennet District Council
On 25 September 2008, a report analysing the responses to the Options stage of the Kennet Core Strategy was taken to the Planning Policies Executives Committee of Kennet District Council. The Options stage considered options for where new development should be directed and was based on an understanding of the role and function of the towns, villages and community areas. Consultation lasted from 6 May 2008 until 16 June 2008.
Prior to the Options stage, the process began with a discussion of the Issues facing the East Wiltshire area and an initial Issues stage of the Kennet Core Strategy took place in the spring of 2007.

Issues Raising Consultation

Context
Background to the Kennet Core Strategy and associated Local Devlopment Scheme
Housing
Contains evidence about where housing has been built in the past and asks questions about where houses should go in the future.
Environment
Discusses a range of environmental issues planning can effect including biodiversity and renewable energy and questions how planning policies can affect climate change
Economy
Summarises the findings of a report on Kennet's economy and proposes a future portfolio of employment sites.
Community
Highlights the links between planning policy and community strategies and draws together local community aspirations already expressed in community plans.
West Wiltshire District Council
In September 2008, West Wiltshire District Council published a report on the responses to its Core Strategy Issues and Options Paper, which was put out for public consultation between December 2007 and February 2008.
These Issues and Options were developed from an initial period of public consultation, in April 2007, on a series of Issues Papers that were produced for each of the five community areas within West Wiltshire.
The issues had been identified in the community area plans for Bradford on Avon, Melksham, Trowbridge, Warminster and Westbury.
Issues and Options
On 3 September 2008, a report analysing the responses to the Issues and Options consultation paper was presented to the West Wiltshire District Council Cabinet. This document is available to download below.
This report was accompanied by a Cabinet Report that set out the background to the Issues and Options consultation process and highlighted some of the key issues. Appendix 2 to the Cabinet Report suggested an outline spatial strategy, with regards to the role and function of the main settlements in West Wiltshire, and indicative housing allocations for the District for the period between 2006 and 2026. This is based on the consultation responses and is in line with the draft Regional Spatial Strategy for the South West, which allocates 12,300 houses to the West Wiltshire area over the same period. Issues
In April 2007, the Council published five Issues papers for the five community areas and consulted widely on the spatial planning issues affecting West Wiltshire.
A People's Voice questionnaire was also developed. A series of one 2 one meetings were held with key stakeholders in West Wiltshire and a Local Strategic Partnership (LSP) conference started to develop spatial visions for the five towns. Landowners and developers were invited to put forward potential sites for future development.
The results of this initial period of public consultation for the West Wiltshire Core Strategy fed directly into the further development of the Core Strategy and identified issues to be addressed and possible options for the future.
