Background
On 10 July 2012, Wiltshire Council submitted its Core Strategy to the Secretary of State for independent examination. The Wiltshire Core Strategy sets out the spatial strategy and policies to manage the sustainable development of Wiltshire in the period to 2026 and has been informed by consultation that took place between 2009 and 2012.
The submitted Core Strategy included schedules of proposed changes agreed by Council to the Wiltshire Core Strategy Pre-Submission Document (on which consultation was carried out between 20 February 2012 and 2 April 2012) and was accompanied by an updated Sustainability Appraisal.
What information is available on this page?
The Wiltshire Core Strategy Pre-submission Document that was consulted on is available to view on this page, along with the consultation letter. There are also links to the Sustainability Appraisal and the Schedule of Proposed Changes that were consulted upon and information from previous stages of consultation on the Wiltshire Core Strategy.
Also on this page are copies of the representation forms and a guidance note on how representations could be submitted. There are also details of where the submission documents could be viewed in person, including the location of Wiltshire Council offices.
Consultation
Following submission, the Inspector, appointed by the Secretary of State to examine the Wiltshire Core Strategy, requested that the Council undertake further focussed consultation on:
- the schedules of proposed changes;
- the updated Sustainability Appraisal; and
- the soundness of the submitted Core Strategy in the context of the final version of the National Planning Policy Framework and Planning policy for travellers, which were published after the Pre-Submission Document.
In addition, it was considered that there may have been confusion during the last consultation whereby some individuals may have thought that comments were only sought on changes within the Wiltshire Core Strategy Pre-Submission Document (February 2012) when compared to its predecessor, rather than the document as a whole. Those individuals who did not make representations on part or all of the Pre-Submission Document for this reason were invited to do so during this consultation.
Comments were only invited on the above matters and those responding were asked not to repeat any previous representations that were made during the last Core Strategy consultation (February to April 2012), as these have already been sent to the Inspector.
The consultation period ran from Thursday 20 September 2012 until 5pm on Thursday 1 November 2012
In summary, the schedules of proposed changes include amendments:
- in relation to Core Policy 42 (standalone renewable energy installations) and the identification of separation distances between wind turbines and residential premises;
- in response to representations received during the February to April consultation;
- in response to the Government’s National Planning Policy Framework (NPPF) and Planning policy for traveller sites; and
- to update the housing trajectory.
The proposed changes have been presented in full in 3 separate schedules and consultees were invited to read each of these alongside the Wiltshire Core Strategy Pre-submission Document (February 2012).

Now that the consultation has ended the Inspector will consider the responses received and assess whether they raise any issues of ‘soundness’ that should be considered at the forthcoming examination in public.

All of the consultation documents could be viewed, commented on and downloaded via the Council’s consultation portal . The documents could also be viewed at Wiltshire Council libraries and at the following Wiltshire Council office locations:
