Summary of Service

To regulate and administer the application for Private vehicular accesses off the highway, which involves lowering or drop kerbing, and thereby fulfil our statutory duty to protect utilities apparatus.

Details of Service

Anyone wishing to construct a private vehicular access from the highway into their property must apply to us for permission to do so.

We as the Highway Authority for Wiltshire (excl. Swindon Borough Council) have a statutory duty to protect utilities apparatus i.e. Gas, Water, Electric etc. that maybe affected when works are carried out on the highway. The construction of private accesses onto the highway will usually cross footpaths or highway verges that contain utilities apparatus and when application is made, certain enquiries will have to be carried out to ascertain the whereabouts, if any, of this apparatus. We will make these enquiries on your behalf.

In addition, the contractor or persons employed to carry out the works, must be accredited in terms of The New Roads and Street Works Act, 1991 and must have Public Liability Insurance for a minimum of £2 million pounds. We will provide you with a list of accredited contractors in your area.

There are differing requirements for different classes of road*, an information sheet detailing the required specification will be sent with your application pack. For further technical advice please telephone 01225 713000 and ask to speak to Highways Development Control.

*If you want to construct an access onto a classified road (A, B or C road) you will first have to get planning permission from the District Council in your area before our consent can be issued. Once you have obtained planning permission, we will be notified by the District Council and send you the application pack.

Work must not commence until written authorisation is issued.

Payment

There is no charge for the administration process however applicants are responsible for all costs of the actual construction works involved.
