Between 2001-2005 the County Council was required to submit an Annual Progress Report (APR) to Government. The APR shows the progress the County Council and its partners have made in delivering the LTP programme and targets during the previous financial year, and sets out the programme for the next financial year.
In 2006 the Government asked that the County Council review the overall impact of the first Wiltshire LTP. The LTP1 Delivery Report therefore shows the good progress that the County Council and our partners have achieved during the first LTP period and highlights the improvements made to peoples lives in Wiltshire.
The Government has now decided to move to a biennial reporting regime for LTP’s. Although it still requires some indicator/target and financial information to be submitted each year. Given this, and the fact that the APR format provided a good vehicle to publicise transport improvements in Wiltshire, the County Council has decided to produce an informal ‘Progress Report 2007’. The first of the formal progress reports dealing with the LTP2 period will be submitted to the Government in the summer of 2008.
This form is designed to assist and accelerate pre-application discussions for proposed developments. Wiltshire County Council anticipates that the form will be completed for any development that falls within the threshold outlined in Appendix 1 of this document. To comply with the requirements of European Directive 2001/42/EC (the SEA Directive) and the Environmental Assessment of Plans and Programmes Regulations 2004, the County Council undertook a SEA process alongside the production of its LTP2. The executive summaries of the SEA Scoping Report (April 2005) and the SEA Environmental Report (August 2005) are available below.The full version of the SEA Statement (May 2006) is also available.
The Travel Report for Wiltshire gives travel data for the year 2000, with historical comparisons over 1, 5 and 10 year periods. While the majority of the report continues to be concerned with motor vehicle traffic, it also includes data on cycling, walking and travel by rail.
Mouchel were commissioned by the County Council to further develop a series of traffic management and environmental improvement options for Warminster Town Centre. These options are intended to enhance both the attractiveness and economic viability of the town centre, and to create a more pedestrian friendly environment in order to reduce the severance effect of the B3414 on the High Street and Market Place.
They presented their final recommendations in October 2006. These recommendations, which are currently being taken forward for detailed design, include footway widening proposals, improvements to public transport facilities, upgrading the environment along Market Place and High Street using materials from a pattern book developed especially for Warminster, and up-grading the existing street lighting system. Traffic Regulation Orders in relation to these proposals are being advertised from 5th January, 2007 and a public exhibition runs in the Town Library from 8th to 29th January, 2007. Any comments on the proposals, together with the reasons for which they are being made, should be sent in writing to reach the County Council by 29th January, 2007 quoting reference GBOW/TRO/WARM.
