Cabinet hears progress report on Integrated Care System for Wiltshire

Wiltshire Council is working with NHS and partners to create a new Integrated Care System (ICS) as part of new government plans to create closer working between partners.

Every part of England will be covered by an ICS. Locally it will cover Bath and North East Somerset, Swindon and Wiltshire and be known as BSW ICS.

The ICS will have a number of aims including to improve outcomes in population health and healthcare and tackle inequalities as well as providing value for money. The current BSW CCG will end on 30 June.

Cllr Richard Clewer, Leader of Wiltshire Council said: Today cabinet had a progress report on how the necessary framework is being put in place for the ICS to be ready for its starting date of 1 July.

The ICS high level vision of "Working together to empower people to live healthy and productive lives" aligns well with our goals and I am looking forward to the roll out of this new partnership approach that will have a positive impact on people's lives in Wiltshire.

The ICS has key goals including:

  • Developing a plan to meet the health needs of the population
  • Allocating resources
  • Joint working and governance arrangements
  • Arranging for the provision of health services and major service transformation programmes
  • Workforce plan
  • Leading system-wide action on digital and data
  • Joint work on estates, procurement, community development, etc.
  • Leading emergency planning and response

The BSW Partnership has been developing its Partnership Memorandum of Understanding that sets out its vision, values, how it is led, and how the partners will work together. This is known locally at the BSW Integrated Care Partnership (ICP).

Cllr Clewer and Terence Herbert, Wiltshire Council's Chief Executive will represent Wiltshire Council on the Integrated Care Partnership and Integrated Care Board respectively.

Integrated Care Partnerships will be expected to publish an integrated care strategy by December 2022.
