Important notice: Local Plan Review
Wiltshire Council as Local Planning Authority recently undertook a consultation to inform the Local Plan Review. The Wiltshire Local Plan Review process considers the level of growth in the town through to 2036 including where new homes could be allocated, and was an entirely separate consultation from the Future Chippenham road route options consultation featured on this webpage. Any new distributor road would be subject to the outcome of a future planning application and progress of the Local Plan Review. Public consultation on the road route options has now closed.
Between Friday 15 January and Friday 12 March, Wiltshire Council sought your views on three road route options for a potential new distributor road located to the south and east of Chippenham. The road would provide a high-quality road link connecting the north east and southern parts of the town to the A350 and improvements to Junction 17 of the M4.
Initial work indicates that a distributor road could bring significant benefits; it would directly unlock land to support much needed housing development and reduce traffic congestion in the town centre, improving connectivity and travel within and around the town. These benefits would help underpin the future sustainable growth of Chippenham and increase opportunities for residents and businesses. We have called this programme Future Chippenham.
To support the development of the scheme, the council has been successful in securing £75 million of government funding.
Feedback received during the recent consultation process will help inform the overall project and a decision about which of the three route options within each zone should be taken forward to the next stage of the development process.

The consultation form does enable people to object to the road. Question 5 seeks your views on what you consider are the important issues relating to the proposed distributor road route options. Question 6 has a free text box to allow you to go into more details. So, you can answer questions 5 stating your objection in the 'other' box and in question 6 set out fully your objection and reasons if you wish. You can also choose whether you wish to complete the road route options part of the form before submitting your response.

We had originally planned for the public consultation to take place in Spring 2020, but this was delayed because of COVID-19. Views from local people and wider stakeholders are very important. We hope as many people as possible will take part in this consultation, which runs from Friday 15 January 2021 to 5pm on Friday 12 March 2021.
We would prefer to display the proposals at a public exhibition so that we can answer any questions people may have. Unfortunately, the current COVID-19 restrictions mean we are unable to do this. We have tried to provide as much information as possible on the proposals so people can give an informed opinion.
We held three live online public webinars to explain the proposals in more detail. You can view the recordings from these webinars on this webpage.
As well as the public, town and parish councils, area boards, local businesses and other stakeholders will be invited to comment on the proposals. We would like to hear from anyone who will or may be affected by the proposals.
We will analyse all comments received and take them into account as we develop the proposals. A consultation feedback report will be produced detailing the feedback received and how this has shaped proposals. This report will be published on the council's website.
For the purposes of this consultation the distributor road route options have been split into five zones. This means people can comment on sections of the road options within that zone. It is possible that based on the feedback from the public consultation, the preferred route may be a combination of each preferred zone option.
No. The preferred road route will be announced in Summer 2021. We will be sharing details of the route and the Future Chippenham Masterplan during a public consultation to be held during Summer 2021.
We anticipate a planning application being submitted Winter 2021/22 which provides a further opportunity to comment on the proposals.
